Know Your 2026 Bid Thresholds

Pennsylvania adjusts public purchasing thresholds every January using the Consumer Price Index. The 2026 adjustment was 3.0%, effective January 1. Current thresholds work like this:

1. Under $13,200: no formal bid and no required quotes. A purchase order is enough.
2. $13,200 to $24,500: three written or telephone quotes required.
3. Over $24,500: formal sealed bidding. Districts advertise weekly for three weeks in at least two newspapers.

Most single container purchases land in the first tier. That means a PO, not a bid cycle. Buying several units for multiple buildings can push you into quote or bid territory, so price the whole order before you split it. Always confirm current figures with your business office, because these numbers change every year.

Buy Before the Fiscal Year Closes

Pennsylvania school budgets run July 1 to June 30. Two things follow from that.

1. Funds left in this year’s budget need to be committed before June 30.
2. The work happens in summer, when buildings are empty and fields are quiet.

That makes spring the right time to order and June through August the right time to take delivery. Wait until fall and you are placing a container around student traffic.
